Overview

The Secretary of State has approved Elmhurst Energy Systems to operate an Accreditation Scheme that satisfies the requirements of the Energy Performance of Buildings Regulations for the production of Energy Performance Certificates (EPCs) for non domestic buildings (non dwellings) and Display Energy Certificates (DECs) for public buildings.

What are the requirements?

All non domestic buildings require EPCs to be produced when they are constructed, sold or rented. A legally valid EPC can only be produced by a qualified Non Domestic Energy Assessor (NDEA) who is licensed with a Government approved Accreditation Scheme, such as Elmhurst, and must be completed using an approved software methodology.

 

EPCs provide information on the energy efficiency of the building in terms of CO2 emissions. A Recommendation Report explaining potential improvements is also a compulsory part of the lodged EPC. The requirement for EPCs for non dwellings in England & Wales was phased in throughout 2008 and is now mandatory for all non dwellings on construction, sale and rental.

 

Separate requirements for Display Energy Certificates (DECs) to be displayed on public buildings (over 1000m2) came into effect in October 2008. DECs look similar to EPCs but are calculated using a different methodology and software. A DEC is an ‘Operational Rating’ based on actual energy statements. This certificate must be displayed A3 in size and in a prominent place, visible to the public (i.e., Foyer, Entrance hall etc...)

In Northern Ireland the EPC and DEC requirements were implemented on 30th December 2008. Production of EPCs and DECs in Northern Ireland is the same as England and Wales and is covered by the Scheme despite the slight variation on Building Regulations. Elmhurst Software, Training and Accreditation options

In order to produce the appropriate reports an approved software methodology must be used. For EPCs on non dwellings the methodology adopted is Simplified Building Energy Method (SBEM) and for DECs for public buildings this is an Operational Rating (OR) system.

There are two principal routes to Non Domestic Accreditation.

  • Approved Prior Experiential Learning (APEL)
  • New Entrant Qualification

Elmhurst also operates an approved Accreditation Scheme which enables Non Domestic EPCs and DECs to be produced by appropriately qualified, insured energy assessors that are subject to strict independent quality standards.
