Commercial Buildings - Accreditation
Elmhurst is offering FREE Non-Domestic Energy Assessor Accreditation (offer ends 31st August 2010)
Overview
Elmhurst Energy Systems operate an Accreditation Scheme for Energy Assessors that satisfies the certificates and inspection requirements of the Energy Performance of Buildings Regulations for public buildings and non dwellings.
In order to produce certificates in England, Wales and Northern Ireland, an individual must be a registered member of a Government approved Accreditation Scheme, such as Elmhurst Energy. The role of the Accreditation Scheme is to ensure that all certificates are produced by persons who are appropriately qualified, insured and subject to strict independent QA standards.
Elmhurst Accreditation strands covering the non domestic building sector are as follows:
- Non Domestic Energy Assessor Accreditation for Level 3 (existing buildings)
- Non Domestic Energy Assessor Accreditation for Level 4 (existing & new build)
- Non Domestic Energy Assessor Accreditation for Display Energy Certificates (DECs)
Elmhurst operates a single NDEA scheme which covers all of the strands identified above and applicants may apply for any of the strands in which which they are qualified. Once accredited, members can add additional strands but will incur a small administrative charge.
Accreditation Costs
The cost of accreditation has two elements - membership and a fee per report issued.
Membership Fees
Elmhurst is currently offering FREE Non Domestic Energy Assessor (NDEA) Accreditation (offer ends 31st August 2010)
- Membership/Application Fee Year 1: FREE!
- Adding additional NDEA/DEC strand(s): £50.00 + VAT (one off administrative charge)
- Subsequent Annual Membership Renewal is free of charge if you have produced 25 Non Domestic EPC/DEC reports in the previous accreditation year.
Please note: If you are training with Elmhurst on APEL Non Domestic Level 3 and 4 or APEL DECs, your training application form includes Accreditation.
Certificate Costs (EPCs and DECs)
Elmhurst is pleased to announce a change to its pricing structure for lodgement of Non Domestic EPCs and DECs. Fees will no longer be based on a flat fee basis but instead will be based on a sliding scale of the total number EPC/DECs produced. The fee per EPC decreases with increased volume. This new price structure is effective from 1st January 2010. Please note that fees invoiced prior to this date are subject to the previous flat fee pricing structure.
Fees are invoiced to each business (contracted party) on a monthly basis. The ‘business’ may be an individual NDEA/DEC assessor or a company employing or sub-contracting a number of NDEA/DEC assessors.
New EPC / DEC Fee Structure: England, Wales, Northern Ireland and Elmhurst Scottish Protocol

In addition to the Elmhurst fee, a standard mandatory Landmark ‘lodgement charge’ is applied to each EPC produced in England, Wales and Northern Ireland. Landmark is the central register responsible for managing EPC and DEC lodgements. This charge is collected by Elmhurst and passed to Landmark without any margin or mark up. Currently, the ‘lodgement charge’ is £5.36 (+VAT) per EPC.
For Scotland, there is currently no Landmark (or other central register) fee. Should this change, Elmhurst will collect and pass on the ‘lodgement charge’ without a margin or mark-up.
