What is the Green Deal?

The Green Deal, introduced in 2010, forms part of the Government’s ‘Energy Bill’ and is designed to revolutionise the energy efficiency of British properties.

The Green Deal is a framework that allows consumers to improve the energy efficiency of their homes at no upfront cost. Improvements are carried out by private firms and the repayments are recouped in instalments via energy bills.



At the heart of the Green Deal is a
simple rule:

estimated savings on bills will always equal or exceed the cost of the work.

The Green Deal must meet the following principles:


  • The measures installed with Green Deal finance must be approved and the claimed bill savings must be those accredited through the Green Deal process.
  • The measures installed must have been recommended for that property by an accredited, objective Green Deal Adviser who has carried out an assessment on the property.
  • The measures must be installed by an accredited installer.
  • For householders, the Green Deal provider must give appropriate advice within the terms of the Consumer Credit Act and take account of the individual circumstances of the applicant.

What is the current status of the Green Deal?


The Energy Act has been granted Royal Assent by parliament, paving the way for it's flagship Green Deal policy to be launched in Autumn 2012.

What is Elmhurst doing with regards to the Green Deal?


  • As an experienced energy assessor accreditation body we are extending our portfolio to include the Green Deal Advisor Certification. All Elmhurst Domestic and Commercial Energy Assessors, can train and qualify to become Green Deal Advisors should they wish to do so. New entrants would be able to undertake both the energy assessor and green deal accreditation as part of one process.
  • Elmhurst Energy has been approved for the Green Deal Trial and is under contract to Government to assist with the changes to RdSAP to support the Green Deal.
  • We are also consulting on the Green Deal qualifications and Accreditation Standards and we will be able to provide appropriate training and qualifications for individuals and companies to become Green Deal Advisors.
  • We expect the training and accreditation options to be launched in early 2012.


Opportunities for energy assessors?

  • There will most likely be opportunities for both Domestic and Commercial energy assessors to become Green Deal Advisors.
  • Green Deal Advisors must hold an energy assessor accreditation as EPCs are provided as part of the process. Energy Assessors will need to complete a Green Deal Advisor Qualification in order to practise and provide certificates as part of the Green Deal process.
  • Significant changes are being made to the EPC to support the Green Deal.
  • New entrants will need to complete both energy assessor and Green Deal qualifications to become Green Deal Advisors.
  • Government is considering APEL options of the accreditation of Green Deal Advisors with experience etc, especially for non-domestic.


What happens now?


Elmhurst would advise anyone that is considering becoming a Green Deal Advisor to wait for a formal qualification to be set up for the Green Deal.
