New Build Dwellings - what are the requirements in Scotland?
When constructing a new dwelling, energy calculations are required in order to demonstrate compliance with the Building (Scotland) Regulations. It is a mandatory requirement that energy calculations are submitted to the Building Standards with the building warrant application.
The Scottish Government now utilise energy calculations calculations to fulfil EU requirements for the provision of Energy Performance Certificates (EPCs). EPCs demonstrate the energy efficiency of a dwelling and are required to be submitted to Building Standards when a Completion Certificate submission is made.
The Building (Scotland) Regulations 2004, Section 6 - Energy, aims to ensure minimum standards are adhered to wherever buildings are constructed. The prescribed method for demonstrating that minimum standards have been achieved with regards to the energy efficiency requirements is the submission of Standard Assessment Procedure (SAP) calculations.

Do I need to be Accredited to produce EPCs for New Build Dwellings in Scotland?
Currently, it is not a requirement to be accredited to produce SAP calculations / EPCs in Scotland, for New Build dwellings. However, if you wish to practise anywhere else throughout the UK, you would need to be Accredited by a Government approved body i.e Elmhurst Energy Systems Ltd.
The New Build EPC Process in Scotland
The EPC is produced by the Elmhurst SAP 2005 Design software at the same time as the SAP calculation and is submitted when the dwelling has been completed to Building Standards with the Completion Certificate submission. If there have been any changes in the specification of the dwelling during construction a revised SAP calculation/EPC will be required.
